Can I attach PDF's or other files to my email?

RatePoint does not support attachments of any kind.

If an email has an attachment, it is significantly more likely to be filtered into junk folders.

If you're trying to send a PDF, you can upload that PDF to your website and simply link to it, or convert the PDF into a JPG or PNG file and insert it as an image into the RatePoint email builder.
